Mrs. Shaffer was one of the most interesting characters to emerge from the efforts of the Castano Group, a confederation of 60-plus high-powered lawyers from around the nation who took on Big Tobacco during the mid-1990s. She attended Greenbrier College for Women for two years, studying art and design, before marrying and returning to Texas. She opened a series of children’s stores called Le Petit Ami in Dallas. In 1979, she came to Richmond, where she established a high-end women’s clothing store, Hatsy’s on Madison Place, at 217 W. Grace St. She sold it in 1986. She was instantly recognizable while she lived in Richmond for her platinum hair, pale green — almost yellow — eyes that run in her family and her fire-engine red Mercedes convertible that bore the license number HATSY, her nickname.
