Kluge was born to Russian parents in 1912 in Riga, Latvia, and emigrated to Manchuria in 1919, where he eventually became fascinated by the Chinese calligraphy and Mandarin language. After completing his studies at French Municipal High School in Shanghai at age 19, he traveled to Paris to study architecture at E’cole des Beaux-Arts, graduating as an official French Government Architect in 1937. He spent an additional six months in Paris painting the scenes he would miss most, and after returning to China he was persuaded by his friends and colleagues to exhibit his paintings. His work was received with such enthusiasm, Kluge decided to pursue painting as a career. He returned to Paris around 1950 as an accomplished painter, showing his work regularly at various galleries and receiving awards, including the gold medal at the Salon des Artistes Francais. He also exhibited his work numerous times in New York, Chicago, Palm Beach, and Beverly Hills.
