Walter E. Baum was born in Pennsylvania and attended the Pennsylvania Academy of Fine Arts, where he studied under William Merritt Chase and Thomas Pollock Anshutz. He was an art instructor in the Allentown area for over 30 years and founded the Baum School of Art, which is active to this day. In addition to being a prolific painter and instructor, he worked as an art critic and reviewer for the Philadelphia Evening and Sunday Bulletin and organized the Allentown Art Gallery exhibition, a collection of art that was granted a permanent home in 1936 to become the Allentown Art Museum. His work is in the collections of the Toledo Museum of Art in Toledo, Ohio, The Philadelphia Museum of Art and The National Academy of Design in New York City.
